The initiative, developed by Oldham Council, aims to control those bars offering promotions. Drinkers will be forced to wait in an orderly queue, lined by barriers.
The queues will be supervised by door staff. When they finally get to the bar they will be limited to buying two drinks at a time.
Tony Allen, Oldham Council's licensing officer, said: "The price of alcohol became so cheap that it was attracting people who didn't have a lot of money to spend."
Oldham town councillor Mark Alcock said the aim was to cut the rate at which people were drinking.
Martin Diaper, who runs Bar 62, supports the scheme: "It scared me to death at first, until I looked at it properly. I think it will deter the premises that are doing the stupid drinks offers. They had to do something, it was going crazy."
This scheme has come into force after research has come out showing a 200% jump in violent crimes.
