Gibbs joins the team next week and will focus on a range of issues including licensing and a range of initiatives aimed at combating underage purchase and possession of alcohol. He will also provide support to the All Party Parliamentary Wine and Spirit Group.
He takes over from Sarah Davis who is joining a public affairs consultancy.
WSTA chief executive Jeremy Beadles said: "I'm delighted to welcome Carlo to the team. He brings with him some excellent sector experience from his previous role and I am confident he will be a real asset to the WSTA team.
"I'd like to thank Sarah Davis for her outstanding work over the past few years at the WSTA. She has worked tirelessly on issues affecting member companies, including most recently proposals to reform the licensing regime. I know she will be missed but we wish her well in her new role."
